The board of directors is responsible for the management and organisation of the foundation’s operations. The board of directors guides and monitors the operative management and approves the foundation’s strategies. There is also an executive committee and a housing division, which report to the board of directors.

The managing director is responsible for the operations and attaining the goals of the foundation, as well as administrative duties in accordance with the guidelines and regulations given by the board of directors.

The tenants’ co-operation body acts as a link between Hoas, the tenants and representatives of the student unions.

Board of directors

Executive committee and housing division

The executive committee is tasked with outlining the issues to be discussed at board meetings, such as the business plan, budget, housing production and acquisitions, and wide-range planning of operations, as authorised by the board of directors.

The housing division’s task is to monitor, control and prepare within the framework of the authority assigned to it by the board of directors:

  • Track, monitor and prepare matters concerning the upkeep and maintenance of properties and the preparation and execution of the maintenance and acquisition budget.
  • Prepare proposals for the maintenance and acquisition budget as well as for the rent to be collected.
  • Monitor and develop tenant activities.
  • Set guidelines for the verification of the right to occupancy as well as handle any precedents.

The board of directors selects four members for the housing division, two of whom must be tenant representatives. The board of directors selects the chairman of the division.

Tenants’ co-operation body

The tenants’ co-operation body acts as a link between Hoas, the tenants and representatives of the student unions. The co-operation body discusses matters that have far-reaching effects for the tenants. A caring and open tenant community is created through communal activities. The co-operation body offers tenants a way to have an impact on tenant activities and housing conditions.

Central themes are communality, tenant activity, housing costs, property maintenance, the general conditions of the tenancy agreement, the rules and regulations in the property and other current matters.

The tenants are able to have their say on how funds are distributed to support tenant activity. What kind of events and other activity Hoas should support and how club rooms should be furnished and equipped.

In the co-operation body the tenants and student unions have an opportunity to develop student housing in the best direction they see fit. The co-operation body has been an advocate for international students and brought up issues regarding students’ income.

The recommendations for developing the foundation’s operations given by the co-operation body are reported to the board of directors.

The tenants’ co-operation body is elected for one year at a time and it meets up eight times per year. Four of the meetings are in the spring and the remaining four are in the autumn. The themes of the meetings are confirmed for a year at a time.

The co-operation body consists of nine tenant members, a representative of the Student Union of the University of Helsinki (HYY), a representative of Aalto University Student Union (AYY), a joint-representative of Universities of Applied Sciences and a Hoas representative.

The chairperson of the tenants’ co-operation body is always a Hoas tenant and they are also a tenant member in Hoas board of directors.
